WWHD.  What Would History Do? Before Americans undertake significant changes in public policy, we look to the historical record?  How have similar changes fared in the past?

Here are some examples of how that might work.  The U. S. has secured a 60 percent holding in GM.  What  happened in the past when the U. S. significantly contributed financially to a major industrial enterprise?  How, for example, did the U. S. do when it heavily funded the Union Pacific and Central Pacific Transcontinental Railroads?  Answer:  They went bankrupt (The Union Pacific, in fact, went bankrupt several times).  How did the Great Northern, the one transcontinental railroad to take no federal subsidies, fare?  Answer: It was the only transcontinental not to go bankrupt.
